The radio spectra of 46 compact extragalactic objects are examined, and it is shown that the data are reproduced by sources which have successive uncorrelated outbursts. Models of compact sources which employ energetic particle injection into radial or multipole magnetic fields are eliminated, and it is shown that models which result in successive outbursts originating from a single object have difficulty reproducing the observed time scale between outbursts. It is noted that models which employ multiple events occurring in physically separate regions are consistent with the spectral data.
