Results obtained from the quantum theory of gyromagnetic emission are presented and the general theory is summarized. The nonrelativistic approximation is carried out and several relevant transition rates are evaluated explicitly. It is argued that the case of most interest concerns cyclotron emission into linearly polarized modes with a refractive index of approximately one by a nonrelativistic nondegenerate bi-Maxwellian distribution. The theory is applied to the interpretation of the cyclotron line in Her X-1, and it is concluded that the observational data are compatible with thermal emission from a hot spot having a temperature of approximately 25 keV.
