A large-velocity-gradient model of the OH populations in regions of star formation was developed using the lowest 48 hyperfine states of OH and including the phenomenon of FIR line overlap; a new theory was employed which treats all thermal and velocity overlaps. The model is used to interpret the OH absorption observations of Guilloteau et al. (1984) and Walmsley et al. (1986) for the compact H II region DR21. It is shown that, in studies of absorption and of masers, observations at several frequencies make it possible to reduce the number of possible interpretations.
