The latitude-time distribution of sunspot groups violating Hale polarity rule is considered for 1988-2004. This distribution exhibits a cyclic behavior similar to the general 11-year sunspot-activity cycle. The relative number of violating groups is used to estimate the ratio of the fluctuating and regular components of the toroidal magnetic field at the base of the convection zone.
