Observations obtained with an i filter and CCD camera on the 2.2-m and 3.6-m telescopes at ESO during 1984 and 1988 are reported for 16 radio-quiet and 20 radio-emitting high-luminosity QSOs from the catalogs of Veron-Cetty and Veron (1984 and 1987). The data are presented in extensive tables, graphs, and images and characterized in detail, with particular attention to the properties of the galaxies associated with the QSOs. The radio QSO galaxies are shown to have absolute V magnitudes and dispersions similar to those of other radio galaxies, whereas the radio-quiet QSO galaxies are fainter, by 0.5-0.6 mag if they are assumed to be ellipticals, or by 0.9 mag if they are spirals. It is inferred that there are two basic types of highly active galactic nuclei: (1) the Seyferts and some radio-quiet nuclei among the spirals and (2) radio QSOs, radio-galaxy nuclei, and most of the radio-quiet nuclei among the ellipticals.
