The Radio Regulations promulgated by the ITU govern the use of the radio spectrum between nations. These regulations are in effect international treaties, so changing the regulations, both to keep up with technological change and to enable the introduction of new services, implies a change in these treaties. These changes are adopted at World Radio Conferences. This paper briefly outlines their history with an emphasis on their interaction with Radio Astronomy.
