The US has a unique organizational structure for regulating the use of the radio spectrum within its borders. While the FCC has oversight for civilian uses, the NTIA oversees and coordinates the usage by federal agencies, such as the military, NSF, etc. This paper outlines the US government's structure for achieving overall coordination and for formulating US positions on frequency allocation matters at the ITU.
