An explanation for the mean Evershed flow is given in this paper. Because the inertial force of the Evershed flow is small, we can divide the relevant dynamic process into a base state and a perturbation. The base state solution gives the equilibrium relations between the pressure gradient, Lorentz force and gravity and the law of flow. The flow in the theoretical model agrees with the observed Evershed flow. The perturbation describes the force driving the Evershed flow and a specific ease is discussed. Because in the base state, the pressure gradient is already in equilibrium with the Lorentz force and the gravity, the driving force of the mean Evershed flow is small.
