It is proposed that the apparent difference between the clustering lengths of galaxies and rich clusters reflects the fact that galaxies populate flat or elongated pancakes, while clusters populate superpancakes. In order to validate this hypothesis, a Zel'dovich (1970) approximation is used to describe the evolution of pancakes and superpancakes, and a technique is found for identifying rich clusters before they grow. Some possible physical origins of the features characteristic of the linear perturbation spectra corresponding to the distribution of pancakes and superpancakes are identified. It is concluded that an open universe with a density of about 0.1, and dominated by baryons and neutrinos can actually provide the required linear perturbation spectra. Some observational tests are suggested for verifying the conclusion.
