A perturbed force is suggested which provides a flat-space description of gravitation in the weak-field limit. The theory leads to values for the observed gravitational redshift of photons emitted from the solar surface, the gravitational deflection of solar-grazing photons, and the excess precession of the perihelion of Mercury's orbit that agree with the observed quantities to within the observational uncertainties. The magnitude of Mercury's angular momentum per unit mass is predicted to change by 2 parts in 108 from a minimum at perihelion to a miximum at aphelion.
