The results of spectrometric measurements (1-5 microns) of the 1 P-2 (1) S line of He I and the 4.05 micron Brackett-alpha line of N I at the IRS 16 galaxy in the center of the Galaxy are reported. The data show that high velocity emission in these lines extends to around 700 km per sec. Similarly broad wings in the Br-alpha line from IRS 16 were found, and the apparent absence of He I 5-4 line emission implies that helium is not overabundant in this area. The spatial grid of Br-alpha spectra shows that the high-velocity line emission is centered at IRS-16. The mass flow rate for IRS 16 is estimated to be in the range of .001 to .03 solar mass per year. IRS 16 or a nearby compact radio source appears to supply the ionizing radiation responsible for the line emission in its outflow. If it ionizes the rest of the helium observed at 2.06 microns it is suggested that the Lyman continuum emission of IRS 16 is probably sufficient to ionize all of Sgr A West.
