Observations of 21-cm of IZw 18 with the Westerbork Synthesis Radiotelescope have resolved it into a complex structure. A possible model consists of about 6 hydrogen clouds with hydrogen masses between 3 and 10 solar masses (at an assumed distance of 10 Mpc). It is suggested that IZw 18 is a galaxy in the process of formation by the merging of primordial clouds; the present burst of star formation is probably not older than 20 million years. IZw appears to be the best candidate for a young galaxy.
