A model of diffusive motion in the center of the Virgo cluster is proposed to accunt for the observed flatness of the cosmic ray spectrum above 10 to the 19th eV. Calculations based on various expressions for the dependence of the diffusion coefficient in intergalactic space on particle energy show that the observed proton spectra agree quite well with a diffusion coefficient proportional to the square root of the particle energy. The numerical values of other parameters predicted by this model are also shown to be generally reasonable, and observations of cosmic ray anisotropy are discussed as a means of model verification.
