The results are given for the second order calculation for an electron in a strong magnetic field which emits two photons. The electron transition can be between any Landau level and any lower Landau level. We use the Sokolov electron wavefunctions so the calculation is valid for any magnetic field. The results are of particular interest for processes in magnetars, for which the magnetic field is near or can exceed the critical value. .
