Transport equations are derived for thermal electrons, taking into account their interaction with Alfven and fast magnetoacoustic waves in the earth's outer plasmasphere. Using the method of moments, the problem is reduced to the calculation of collisional components describing the change in the macroscopic parameters in the system of transport equations associated with the collisionless damping of these waves by thermal electrons.
