It is shown that observable white holes may be considered local inhomogeneities of the cosmic background field. Calculations are proposed for the magnitude of the frequency shift on the Schwarzschild sphere, governing the formal stability of white holes. The white holes which are observable have not expanded beyond their Schwarzschild spheres in our space and have always been visible. Other white holes have either collapsed and appear as black holes, or have evolved past their Schwarzschild spheres.
