The formation of dust in the epoch corresponding to the redshift range
of 20-50 is considered. It is shown that Population III stars are
capable of providing the conditions for the formation of dust at a
density sufficiently high to explain the observed deviations of the
cosmological background spectrum from the Planckian one.
