New atomic data for the electron impact collision rates are presented and used to calculate Fe XV line intensity ratios. These are compared with observations of solar flares, leading to discrepancies similar to those found by previous authors. A careful evaluation of possible error sources indicates that the atomic data may be incorrect. Two possible explanations are suggested for this which could have implications for plasma diagnostics using other ions.
