A generation mechanism for drifting pairs is proposed based on cyclotron excitation of plasma waves by a fast particle beam in double plasma resonance regions and the subsequent transformation of the excited waves into electromagnetic waves as a result of Raman scattering. The main characteristics of drifting-pair bursts are explained in the framework of this mechanism.
