A hydrodynamical scenario of primordial-black-hole (PBH) formation at early stages in the expansion of the universe is considered on the assumption that the expansion is quasi-isotropic near the singularity. Numerical methods are used to solve a spherically symmetric nonlinear problem concerning the evolution of initial strong deviations from the Friedmann solution. The nature of the deviations required for PBH formation is clarified, and the role of pressure gradients is examined. It is shown that at the time of formation the mass of a PBH is substantially smaller than that contained within the cosmological horizon, so that catastrophic accretion should be unlikely.
