A new model energy distribution derived from plasma line measurements is proposed for application to the plasma oscillations observed by the French incoherent scatter systems at Nancay. The plasma oscillations have small phase velocities and are excited by photoelectrons of energy between 2 and 5 eV. The parameters of the model are explained; results show that the photoelectron flux can be adequately derived from plasma line intensity measurements.
