During disturbed periods the incoherent scatter spectra obtained from the Chatanika radar, located in the auroral zone, are asymmetric, showing evidence of nonequilibrium distributions of ion velocities. Model calculations using a simple relaxation model for ion-neutral collisions in the presence of a strong electric field reproduce the qualitative features of the observed return spectra.
