In this paper we calculate and discuss the composition and equation of state of the outer shell of a neutron star composed of cold catalyzed matter. We consider the contributions by the lattice energy and exchange energy of a uniform electron gas under a strong magnetic field. Our conclusions are: (1) a strong magnetic field softens the equation of state for low density regions; (2) it has almost no effect in high density regions; (3) the nuclear mass formula has a more marked effect on the composition of the outer shell.
