The dynamics of the spectra of quasi-trapped protons at an altitude of about 500 km in the energy range of 50-500 keV during the magnetic storm of July 29, 1977 was studied on the basis of Cosmos-900 data. These data are compared with simultaneous spectral measurements (roughly in the same energy range) taken near the equatorial plane by ATS-6, GEOS-1, and 1977-007. A comparative analysis of the spectral characteristics of protons at low and high altitudes during particle precipitation in the outer radiation belts shows that the formation of low-altitude streams is due to the combined effect of two mechanisms: the adiabatic transport of particles and the development of strong pitch-angle diffusion at low altitudes during the interaction of particles with ion-cyclotron electrostatic waves.
