The radio sky is known to be dynamic from a variety of causes, intrinsic and extrinsic. However, we know the extent of the variable radio only very poorly compared to our knowledge of the high energy sky. By noting that coverage of the relevant observational phase space, especially high time resolution combined with wide-field sampling, is unprecedented in radio astronomy, we can expect new classes of transient radio sources to emerge when we do probe this phase space.
I will summarize the scientific frontiers of the transient radio sky, discussing target objects and the wide-range of signal complexity in time and frequency that needs to be searched and analyzed. Radiation mechanisms for transient signals include both coherent and incoherent processes. Extrinsic causes include plasma propagation effects (scintillation) and possible amplification by intervening masers. Specific examples will be considered as a way to map out the extent of the phase space.
I will discuss forthcoming and planned radio astronomical facilities that will provide breakthroughs in analyzing the dynamic radio sky, including multibeam feed arrays on single-dish antennas and new array projects that include the Allen Telescope Array (ATA), the EVLA, the Low-frequency Array (LOFAR), and the Square Kilometer Array (SKA). Design specifications and observational methodologies required to optimize study of the transient radio sky will be outlined.
