Absolute Pa-beta fluxes have been obtained for nine planetary nebulae. These absolute fluxes make it possible to calculate the absolute flux in H-beta by two independent methods which compare relative photometry between He I 10830 and H-beta with recombination theory and interstellar reddening. Comparison of the results of the two independent determinations of F(H-beta) obtained in this study with previous determinations of F(H-beta) points to several erroneous values of the ratio of I(10830)/I(H-beta) previously published. Results of the F(H-beta) determinations and implications of these results are discussed individually for all nine nebulae. New predictions of I(10830)/I(H-beta) x 100 are presented for each nebula. These are considered to be equal or preferable to previously published observations.
