The x-ray burst phenomenon is interpreted in terms of a nuclear shell flash on the surface of an accreting neutron star. The thermal and nuclear evolution of the envelope is described for the hydrogen-helium shell flash and the nearly pure helium shell flash cases. The differences between shell flash modes are discussed and compared with the average properties of x-ray bursts. Several outstanding problems that remain for the thermonuclear flash model are listed and possible resolutions are suggested.
