We present observations of the neutral carbon 492 GHz emission line from the nucleus of the nearby spiral galaxy, IC 342. Spectra at eight positions were obtained with the Caltech Submillimeter Observatory (CSO). The average N(CI)/N(CO) ratio is similar to Milky Way disk values over most of the region sampled. The proximity of the gas to the nuclear starburst has profound effects on the photodissociation regions (PDR) as traced by CI, creating significant local variations in the ratio. These include enhancing the abundance of CI relative to CO tracers as well as creating an unexectedly large CI emitting region between the molecular arms and the starburst nucleus as compared to the CO.
