Consideration is given to the effects of a degenerate cosmological neutrino sea on the propagation of electromagnetic waves, taking into account the production of a torsionic background throughout the universe. Maxwell equations are derived for the interaction of torsion with the virtual electron-positron pairs produced by a physical photon in a space with a nonsymmetric connection and for a space with an independent metric, which is not influenced by the production of torsion by the neutrinos, and the propagation of an electromagnetic wave emitted by a spherical body at rest in the neutrino field is investigated. It is found that, in the presence of torsion, the degeneracy of the two wave polarization modes is destroyed and a rotation of linear polarization can be induced even in a flat space-time; torsion is also shown to cause wave dispersion. It is pointed out that a degenerate neutrino sea filling the entire universe can violate parity, breaking the symmetry between right- and left-handed photons, and that torsion is felt by a particle according to its polarization.
