The paper considers plain formation on Mercury and its tectonic implications. Four major plains plus intermediates are distinguished on Mercury; the chronologic relationships between these plains indicate that plains formation was a permanent process on Mercury, and their location and morphology indicate a possible volcanic origin for these plains. The age of the plains, their nature, and tectonic implications are discussed, showing that the volcanic activity from the intercrater to the smooth plains times indicates that extension existed during this period.
