A model describing the second peak in clusters of galaxies is suggested.
The secondary shell is assumed to be the natural outcome of the presence
of a cutoff at a damping-scale in the spectrum of linear adiabatic
density perturbations, which induces 'wiggly' spatial correlations on
emergence from a recombination epoch.
