Two X-ray bursts from GX 13+1 were detected with the Large Area Counters on board Ginga in 1989 September. They show clear cooling during decay, and are therefore most likely type-I X-ray bursts, i.e., the result of thermonuclear flashes. The bursts have a relatively large gamma -value ( ~ 0.3; ratio of the persistent flux to the net peak flux) and short durations ( ~ 15 s) which is typical of bursts from bright sources. GX 13+1 is probably a burst source close to the critical luminosity, above which burst activity ceases, like 1820-30 and GX3+1.
