We discuss the physics of particle acceleration by shocks emphasizing the importance of the large-scale fluctuating magnetic field. In particular, we discuss the implications for shock acceleration of large cross-field transport due to particles moving nearly along meandering magnetic field lines. It is found that this effect significantly aids in the acceleration of low-energy particles at perpendicular shocks and that there is no injection problem. New results from test particle and self-consistent ``hybrid'' simulations are presented that support this.
