Solar wind measurements made on the Prognox-9 satellite during the period from July 1983 to February 1984 in the declining phase of solar cycle 21 afforded a possibility for checking the reliability of conclusions concerning long-period variations of solar wind properties drawn on the basis of earlier experiments. Measurements of the plasma ion component were made by the modulation method using the D-137A ion energy spectrometer. The velocity of some of the solar wind streams attained 700 to 800 km/s. The data demonstrate the renewal of the regular structure of high velocity streams in the solar wind in the declining phase, as predicted earlier on the basis of solar wind measurements in the preceding cycle, indicating that the presence of recurrent high-velocity streams in the declining phases of the 11-year solar cycles is a regular feature of such cycles.
