It is shown that the matter of the solar atmosphere in the region of transition temperatures 2×104 - 2×105K gives practically no contribution to the total radio emission of the quiet sun, if the bulk of this matter is confined in unresolved fine structures. Taking into account the depression of radio emission from this part of the atmosphere gives good agreement between calculated and observed radio spectra in a wide wavelength band (1 - 100 cm).
