The relationship between level pulsations of cosmic-radio-noise absorption (CRNA) and ELF-VLF emission is analyzed. It is shown that the features characterizing ELF-VLF emission and CRNA of similar modulation type are the same for CRNA stations located beyond the plasmasphere projection. It is established experimentally that ELF-VLF emission (referred to the class of long-duration bursts of cyclotron noise) from the out-of-plasmasphere region of a local source can be detected at a distance greater than 1000 km from its projection onto the earth surface.
