Quasi-linear theory is used to examine the interaction between ion-cyclotron waves generated by the ring current and thermal electrons of the plasmasphere. Expressions are obtained for the collision frequency and for the electron heating source. Calculations of electron temperature in the 'hot zone' for this source are compared with experimental data.
