Ways in which instrumentation is utilized for risk control for
inherently safe (no control or guidance) and flight programmed launch
vehicles is presented. Instrumentation and how it is utilized in the
launching and recovery of balloons and payloads is also presented. Wind
sensing, computer systems, tracking, and telemetry are discussed.
