Formation of primordial black holes (PBHs) is discussed at early dust-like stages of the Universe expansion. These stages arose due to the domination of supermassive unstable particles in the density of the very early universe. Methods of random field peaks theory are applied to calculate the PBHs' mass spectrum. The analysis of the fragmentation role is made at the nonlinear stage of density perturbation evolution. It is shown that, if the frozen concentration of supermassive particles is small enough, the probability of PBH formation is below the limit set by the available astrophysical data, even at comparatively high level of the initial metric perturbations (δ ≅ 10-2 - 10-3).
