The formation of grains in the winds of WR stars is studied. IR photometry of 41 population I WR stars are presented, and variations in the circumstellar emission related to changes in the mass loss or dust formation rates are analyzed. Circumstellar dust emission was observed from five of the ten WC 8 stars, 14 of the 17 WC 9 stars, the WC 10 star, LSS 4005, and the WN 10 star; and the fraction of stellar luminosity absorbed by the dust and reradiated in the IR is greater than 50 percent for variable WC 8 star, two WC 9 stars, and a WC 10 star. Models of the shells, which are characterized by dust density, inner edge temperature, and radial extent are examined in order to determine the conditions necessary for dust formation. It is shown that circumstellar dust is formed in the wind and is a function of stellar subtype; a density increase is required for grain formation; and dust formation rates are generally constant.
