The stability of a spherically symmetric cluster of gravitating (point) particles with respect to arbitrary weak disturbances is analyzed, assuming that in the absence of disturbances, the particles move along circular trajectories (chaotically oriented in space) in such a way that the overall moment of the cluster is zero. The cluster is large as compared to the radius of gravitation, and the particle velocities are nonrelativistic. A general instability criterion is formulated. It is shown that there exist initial mass density distributions in the cluster, which are unstable with respect to any disturbances, with the exception of radial and dipole disturbances.
