Techniques presently used to study the rotation of the earth and the lunar-terrestrial system are reviewed, and the progress achievable through the use of a celestial catalogue of the type described by Lacroute is examined. This catalogue will be practically free of internal error. Use of the new catalogue will contribute to the determination of a number of parameters that are still unknown.
