Through the Evolved Expendable Launch Vehicle (EELV) program, the U.S. Air Force has partnered with Lockheed-Martin Astronautics and The Boeing Company to develop the Atlas V and Delta IV launch systems to fly U.S. government payloads through 2020. An under-appreciated program challenge has been that of maintaining two EELV launch system providers, each of which is capable of flying the full complement of diverse gov't payloads. These satellites encompass not only heritage payloads previously flown on the Atlas II, Delta II, Titan II, and Titan IV vehicles, but also a number of future payload programs challenged with ensuring their design criteria and interfaces remain compatible with launch systems which are themselves still under development. Ensuring that all payload requirements are met by the EELV systems is further influenced by the government's innovative partnering approach to the development of these nominally commercial systems, as compared to traditional government development programs. This paper will describe the approach the government has taken to meeting this challenge through the specification of system performance requirements, standard interfaces, and mission unique requirements. Also discussed will be the many lessons learned along the way about requirements development/specification in this program environment, including the importance of early integration, and the significance of contract structure and launch vehicle/space vehicle program phasing considerations.
