Observations of the AGN NGC 4151 are discussed as taken from the Ginga and the HEXE instrument at 4-120 keV with high sensitivity and energy resolution. The observational data demonstrate that the source is in a low state of emission in the X-ray range, and a single power law is developed to describe the spectrum. A second model is also considered to describe the spectrum in which a layer of reflecting cold matter is introduced, but the reflection is considered to be marginal due to the edge-on geometry of the observations. The present data are examined in terms of constraints on the parameters of possible pair models where the X-ray emission is produced by inverse Compton scattering. Pairs are thought to play a minor role in the X-ray/gamma-ray emission of NGC 4151. The source is concluded to be moderately compact and potentially starved of photons, and it is recommended that a broadband observation of the high state of NGC 4151 be undertaken.
