The Primitive Bodies Panel of the Planetary Science Decadal Survey is receiving input via (among other ways) a series of community white papers that cover various small-bodies subdisciplines. We present here a summary of the consensus report written on the topic of small trans-Neptunian objects and Centaurs. We describe the scientific goals that could drive research progams on these bodies in the 2010s. We also discuss the required research and research facilities necessary to achieve those goals, and some mission priorities for the forthcoming decade. This presentation represents contributions from a healthy fraction of the community, and not simply those listed in the author list. Note that at the time of this meeting it is still possible to provide input to the Panel.
