The problem of poplations of atoms and ions which are in highly excited states is considered. This problem of interest when interpretating several series of hydrogen radio recombination lines Hnα, Hnβ and Hnγ. Higher order lines of Hnδ and Hnɛ are studied as functions of their intensities and quantum numbers. Formed by radio recombination lines of Hnα, Hnβ and Hnγ, the ratio of radiation flows is proved to be a function of thermal radiation, originating in some HII region. The ratio of line radiation flows is some function with argument of a n/n1. An equation for number n1 is derived in this article. Some comparison analysis is carried out with the well-known numerical calculations and experimental results on the line series which are lines of high orders.
