It is shown that the well known planetary nebula NGC 7027 in fact is an evolved symbiotic system. Two ways of the origin of planetary nebulae are formulated. The first way: as a result of evolutionary development of mirids or OH/IR sources. The second way: as a result of dynamical interaction between the components of symbiotic system. In the second case we have very high temperature white dwarfs with accretion disks as a source of luminescence of nebula.
