Quantum theory is about the observation of small systems (such as atoms) by large systems (such as people). While one stream of thought has maintained that consciousness plays a role in this, it seems clear that this is unnecessary if we are dealing with the fully-evolved Universe in which we now live. But what if our aim is to explain that evolution? Could it then be that the possibility of being observed at a later stage plays a role in the quantum processes in the early stages of the Universe? This paper describes approaches to quantum cosmology drawing particularly on the work of J. Hartle, with emphasis on their conceptual innovations.
