The assertion by Stephani and Herlt (1973) that a singularity can occur on the Schwarzschild horizon is shown to be false. It is noted that a Maxwellian test field, behaving either as an ingoing or outgoing wave, can become singular in the region near the horizon. However, Stephani and Herlt's results are shown not to support the existence of regular mixed waves near the horizon. The basis of solutions of Maxwell's equations is demonstrated to be regular near the Schwarzschild radius. The regularity is proven for both ingoing and outgoing waves, which invalidates Stephani and Herlt's conclusion.
