The amplification of vacuum fluctuations of the metric in the model of the inflationary universe was considered. The spectrum of the relic gravitational waves was chosen to be independent from the history of evolution of the universe after the phase transition. It is shown that the inflationary universe scenario is compatible with the experimental data on the anisotropy of the microwave background only if the vacuum energy density of the symmetric phase is much less than the Planck one.
